What drives nearshore agency pricing in Europe?
Scope drives it first, seniority second and the contract third. A nearshore agency prices the work you agreed, the people who do that work, and the risk it keeps after launch. An hourly rate carries none of that information. Two agencies can quote the same rate and deliver a different product.

Why do rates differ so much between European countries?
Labour cost is the largest single reason. Eurostat estimated average hourly labour costs of EUR 34.9 in the EU and EUR 38.2 in the euro area for 2025. The gap between member states is wide.

Read the table for what it measures. It is the employer’s cost per hour worked across the whole economy. It is not an agency billing rate, and it is not a software sector figure. It also excludes Bosnia and Herzegovina, which is not an EU member, so no Eurostat number exists for this market. Use the table to understand why a European price gap exists. Should you buy a rate or an outcome?
Buy the outcome when the scope is clear, and buy time when it is not. The commercial model decides who carries the risk of a wrong estimate.

Ask which model a quote uses before you compare two numbers. A fixed price and a day rate are not the same product, so putting them side by side proves nothing.
What makes one nearshore quote larger than another?
Six variables explain most of the difference:
- Scope: page count, templates, user roles and admin screens.
- Seniority: who designs the architecture, and who writes the code.
- Integrations: payments, CRM, ERP, authentication and data migration.
- Languages: each extra language adds content, review and testing work.
- Compliance and security: access control, audit needs and data location.
- Support: what happens after launch, and for how long.
Ask an agency which of the six its price assumes. A quote that answers all six is comparable. A quote that answers none is a guess with a currency symbol.
Where does Bosnia sit for a European buyer?
Konzept works from Sarajevo, started in 2016 and is a team of six. Sarajevo uses CET, UTC+1, in standard time and CEST, UTC+2, in summer. The DACH markets run on the same clock, the UK is usually one hour behind Sarajevo, and the US East Coast is normally six hours behind.
That overlap is the practical argument for nearshore. It supports live workshops, same-day reviews and decisions inside one working day. It does not remove the need for a product owner, timely approvals and system access on your side.

What must the contract settle before a price means anything?
A price is only a commitment when the agreement says what it covers. Settle these before approval:
- Who owns the code, the design files and the intellectual property after payment.
- Who holds the repository, hosting, domain, CMS and analytics accounts.
- Which third-party licences and platform fees the client pays directly.
- How a change is requested, estimated and approved.
- What counts as acceptance, and who signs it.
- What support covers after launch, for how long, and at what response time.

What proof should you ask to see?
Ask for projects that share your constraints, not your industry logo. The public work portfolio lists the available records. Texas Corn Producers, Water Grows, United Soybean and CommonGround are US briefs delivered from Sarajevo, which is the nearshore case in practice.
A project name starts a comparison. It does not prove that your scope, result or timeline will match. Ask which parts of the architecture, CMS, integrations and content model resemble yours.
How should you decide?
